In the framework of the enforcement of the Law N° 56/2013 of 09/08/2013 establishing Rwanda Council of Veterinary Doctors and determining its mission, organization and functioning, especially in its articles 7 and 39;Refering to the articles 19 and 34 of the Internal Rules and Regulations of the Council ;

In order also to accelerate the improvement of the quality of the services offered by veterinary professionals and paraprofessionals in Rwanda ;

After consideration and approval by the Bureau of the National Council Board in its session of 28 March 2017 ;

Pursuant to the power confered by the Law and the Internal Rules and Regulations above mentioned  ;

RCVD is hereby establishing the Commission in charge of Training and development of veterinary competences.

  • MAIN FUNCTIONS OF THE COMMISSION

The Law establishing the Council and the Internal Rules and Regulations of the Council require veterinary professionals and paraprofessionals to offer reliable services to their clients. The continuous training of professional and paraprofessionals dedicated to meeting the current and future livestock sector needs is critical for the achievement of RCVD mission.

For this purpose, they will need professional development courses to keep pace with technological changes and they are requested to provide the Council with their CPD records when requested to do so. CPD is a personal obligation of all responsible veterinary professionals and paraprofessionals and should be seen as the continuous progression of capability and competence. The recommended minimum CPD is 30 hours per year for veterinary professionals and 15 hours for veterinary paraprofessionals.

The responsibilities of the Commission are as follows:

  • Prepare a long and medium plan for the development of veterinary competences ;
  • Prepare and submit an annual CPD plan of activities ;
  • Advise the Executive secretariat in matters related to the development of veterinary competences ;
  • Participate in the development of curricula and teaching programs for veterinary professionals and paraprofessionals and other animal husbandry experts ;
  • Assist in verifying the authenticity of academic papers, diplomas and certificates submitted by veterinary professionals and paraprofessionals ;
  • Explain to veterinary professionals and paraprofessionals what can be counted towards their CPD ;
  • Undertake public awareness, especially for veterinary professionals and paraprofessionals, on CPD program and inform them on development opportunities as they arise ;
  • Prepare and conduct tests for veterinary professionals and paraprofessionals to get or renew their License card ;
  • To consider all claims that are linked with the CPD program ;
  • Any other duties assigned by the Council related to the Training and development of veterinary competences.

         MEETINGS OF THE COMMISSION

The first meeting of the Commission will be convened by the Chairperson of RCVD for electing from among its members the Bureau of the Commission (Chairperson, Vice-Chairperson and the Secretary).
